Cap Active Puzzlers

For events where puzzlers switch out (like relays or marathons), include an “active puzzlers” cap to indicate the max people puzzling at any time while still being able to tag all the relevant puzzlers. Can be leveraged for the PPM calculation and to tag as solo/pairs/teams. For example, in a marathon event where 6 different people worked on a puzzle, but only ever 4 simultaneously.
